                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            April 6, 2011      TO: Honorable Brandon Creighton, Chair, House Committee on State Sovereignty, Select      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB3188 by Larson (Relating to prohibiting the implementation in this state of any federal greenhouse gas emissions regulatory program.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would prohibit any agency of the State of Texas, including the Texas Commission on Environmental Quality (TCEQ), from implementing or adopting rules to implement a greenhouse gas (GHG) emissions regulatory program. The bill would also prohibit any state employee from participating on a board, committee, or related entity, or in a study, of a national organization assigned to recommend provisions to implement a federal greenhouse gas emissions regulatory program.   The bill's passage is not expected to result in a signficant fiscal impact to the TCEQ or other state agencies.
