The bill would prohibit any agency of the State of Texas, including the Texas Commission on Environmental Quality (TCEQ), from implementing or adopting rules to implement a greenhouse gas (GHG) emissions regulatory program. The bill would also prohibit any state employee from participating on a board, committee, or related entity, or in a study, of a national organization assigned to recommend provisions to implement a federal greenhouse gas emissions regulatory program. The bill's passage is not expected to result in a signficant fiscal impact to the TCEQ or other state agencies. Local Government Impact No significant fiscal implication to units of local government is anticipated.
