The bill would implement a recommendation in the report, "Modernize Care Delivery at State Supported Living Centers" in the Legislative Budget Board's Transform State Residential Services for Persons with Intellectual and Developmental Disabilities submitted to the Eighty-second Texas Legislature, 2011.   The bill would implement the culture change model of care at one state supported living center (SSLC). The Department of Aging and Disability Services (DADS) would implement policies and procedures, to the extent possible, at the selected SSLC to shift decision-making to the individual with the disability, improve the quality of care, and the workforce. DADS may contract for consulting services to assist the agency in implementing the culture change model. The bill would require DADS to enter into a memorandum of understanding (MOU) with the Long Term Care Institute at Texas State University so that the Institute may provide DADS with technical assistance to implement activities to advance the education of staff, residents, and stakeholders about the culture change model of care. DADS would submit a report to the Legislative Budget Board and the governor by September 1, 2012 about the progress of the culture change implementation.   It is assumed the Department of Aging and Disability Services (DADS) could contract with consulting entities that have experience and knowledge about the culture change model of care to receive assistance and training in its implementation at one SSLC using existing resources. This analysis also assumes that the culture change model of care could be implemented gradually at one SSLC to ensure successful implementation campus-wide. It is further assumed DADS could determine its scope and size based on the selected SSLCs characteristics, existing funding, and other resources that may affect its implementation.  Local Government Impact No fiscal implication to units of local government is anticipated.
