The bill would amend the Transportation Code to permit the Department of Public Safety (DPS) to include a grayscale or color photograph personal identification certificate, or a grayscale photograph on a drivers license or commercial drivers license. The bill would take effect September 1, 2011. This analysis assumes DPS could implement the provisions of the bill within existing appropriations.
