                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            April 11, 2011      TO: Honorable Sid Miller, Chair, House Committee on Homeland Security & Public Safety      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB3245 by Elkins (Relating to a photograph on a personal identification certificate, driver's license, or commercial driver's license.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Transportation Code to permit the Department of Public Safety (DPS) to include a grayscale or color photograph personal identification certificate, or a grayscale photograph on a drivers license or commercial drivers license. The bill would take effect September 1, 2011. This analysis assumes DPS could implement the provisions of the bill within existing appropriations.
