                    BILL ANALYSIS      H.B. 3283 By: Guillen Urban Affairs Committee Report (Unamended)       BACKGROUND AND PURPOSE    Many state and local public libraries are struggling to maintain current functions in the face of fiscal constraints. H.B.3283 seeks to alleviate these financial burdens by offering an opportunity for investment, thus encouraging public and private partnership in public libraries.    RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.   ANALYSIS    SECTION 1.  Amends Subchapter C, Chapter 501, Local Government Code, by adding Section 501.108 to provide that, "project" includes the land, buildings, equipment, facilities, improvements, and expenditures that are found by the board of directors to be required or suitable for the development, operation, or expansion of community libraries.   EFFECTIVE DATE    Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2011.
