                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            April 9, 2011      TO: Honorable Jim Jackson, Chair, House Committee on Judiciary & Civil Jurisprudence      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB3303 by Marquez (Relating to prohibiting the pre-adjudication solitary confinement of certain juveniles.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Family Code to prohibit the pre-adjudication solitary confinement of juveniles unless it is necessary to ensure the physical or mental health or safety of the child, or another child detained in the same facility, or in order to comply with provisions keeping the child from having contact with adult offenders. According to the Juvenile Probation Commission, the provisions of the bill are not anticipated to have a fiscal impact to the State or local juvenile probation departments.
