The bill would require school districts located either wholly or partly in a city with a population of 500,000 or more, and with a student enrollment of more than 15,000, to post on their Internet websites the campaign finance reports for school board trustees and candidates for school board positions. These school districts may remove portions of each political contributor's address to show only the city, state, and zip code, but the removed information must remain available on the reports maintained in the school districts' offices. The campaign finance reports must be posted online no later than the fifth business day after the date the report is filed with the school district. Texas Ethics Commission reports that the bill's requirements would impact only 16 school districts who meet the criteria. It is anticipated that any additional costs resulting from the implementation of the legislation could be absorbed within existing resources. The bill would take effect on September 1, 2011, and provisions of the bill would apply only to the posting of campaign finance reports that are required to be filed on or after January 1, 2012.
