Dutton Jr., Chair, House Committee on Urban Affairs      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB3363 by Rodriguez, Eddie (Relating to the collection of certain foreclosure data by the Texas Department of Housing and Community Affairs.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Property Code relating to the collection of certain foreclosure data by the Texas Department of Housing and Community Affairs (TDHCA).  Based on the analysis of the TDHCA, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. Local Government Impact The bill would require a person filing notice of sale of residential property under Section 51.002(b), property code, and the trustee or sheriff to submit completed forms the provide the zip code of the property to the county clerk; the county clerk would then be required to transmit these forms to the TDHCA.   Comal County reported estimated annual costs of $50,000  for an employee to manage the required paperwork and submit the forms to the TDHCA.   Shelby County estimated annual costs of $27,000 for an employee to manage the required paperwork and submit the forms to the TDHCA. The bill would amend the Property Code relating to the collection of certain foreclosure data by the Texas Department of Housing and Community Affairs (TDHCA).
