                    BILL ANALYSIS             H.B. 3436     By: Raymond     Judiciary & Civil Jurisprudence     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties observe that, over the past decade, Webb county has undergone explosive population growth, which has generated a parallel increase in county court cases, overwhelming the dockets of both its statutory county courts. To ensure an efficient judicial system, the number of courts must grow along with the population. H.B. 3436 addresses this problem by creating a 3rd county court at law by 2031, allowing Webb County the flexibility to add a court when feasible, while still requiring the necessary expansion within a reasonable period.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 3436 creates the County Court at Law No. 3 of Webb County effective January 1, 2031, or on an earlier date determined by the Commissioners Court of Webb County by an order entered in its minutes and makes conforming changes.       EFFECTIVE DATE    September 1, 2011.
