To ensure an efficient judicial system, the number of courts must grow along with the population. H.B. 3436 addresses this problem by creating a 3rd county court at law by 2031, allowing Webb County the flexibility to add a court when feasible, while still requiring the necessary expansion within a reasonable period. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 3436 creates the County Court at Law No. 3 of Webb County effective January 1, 2031, or on an earlier date determined by the Commissioners Court of Webb County by an order entered in its minutes and makes conforming changes.
