                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            May 6, 2011      TO: Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB3531 by Strama (Relating to a system for monitoring prescriptions of certain drugs under the Medicaid program for children in foster care.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would require the Health and Human Services Commission (HHSC) to implement a system to monitor the prescribing of psychotropic drugs for children who are in the conservatorship of the Department of Family and Protective Services and enrolled in the STAR Medicaid managed care program. The system would be required to include a medical review of certain prescriptions when appropriate. According to HHSC, no significant fiscal impact is anticipated from implementation of the monitoring system. The potential fiscal impact on drug utilization or utilization of other health care services cannot be determined, but is assumed to not be significant. Local Government Impact No fiscal implication to units of local government is anticipated.
