                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            March 28, 2011      TO: Honorable Larry Phillips, Chair, House Committee on Transportation      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB3566 by Lucio III (Relating to certain comprehensive development agreements of regional mobility authorities.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend Chapter 370 of the Transportation Code to authorize a regional mobility authority (RMA) to enter into a comprehensive development agreement (CDA) relating to the construction of the Outer Parkway Project from U.S. Highway 77/83 to Farm-to-Market Road 1847.  The Texas Department of Transportation (TxDOT) indicates that the bill would authorize the Cameron County RMA to enter into a CDA for the project authorized by the bill. Based on the analysis of TxDOT, it is assumed the provisions of the bill would not result in a significant fiscal impact to the agency or the State. Local Government Impact Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
