                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            May 16, 2011      TO: Honorable Judith Zaffirini, Chair, Senate Committee on Higher Education      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB3578 by Gonzales, Larry (Relating to clarification of the authorized uses for loans under public institution of higher education emergency loan programs.), As Engrossed    No significant fiscal implication to the State is anticipated.  The  bill relates to clarification of the authorized uses for loans under public institution of higher education emergency loan programs. The bill amends Section 56.053(a) of the Education Code to adjust the maximum emergency loan amount allowable calculation to also include the cost of textbooks for the courses in which the student is actually enrolling.  Some institutions have reported that they either have a book loan program that is already in compliance with the proposed changes or do not expect that significant additional resources would be needed to meet the requirements of this Act.  Provisions of the bill would be implemented within existing resources. Local Government Impact No fiscal implication to units of local government is anticipated. The  bill relates to clarification of the authorized uses for loans under public institution of higher education emergency loan programs.
