       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   H.B. 3836 creates the Windsor Hills Municipal Management District No. 1 that would contain approximately 900 acres within the City of Midlothian in order to provide improvement projects and services that confer a special benefit on such property and to pay for the projects and services through special assessments.   H.B. 3836 amends current law relating to the creation of the Windsor Hills Municipal Management District No. 1 and provides authority to levy an assessment and issue bonds.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Subtitle C, Title 4, Special District Local Laws Code, by adding Chapter 3907, as follows:   CHAPTER 3907. WINSOR HILLS MUNICIPAL MANAGEMENT DISTRICT NO. 1   Sets forth standard language for the creation of the Windsor Hills Municipal Management District No.1 (district). Sets forth standards, procedures, requirements, and criteria for:   General provisions of the district (Sections 3907.001-3907.050);   Board of directors of the district (Sections 3907.051-3907.100);   Powers and duties of the district (Sections 3907.101-3907.150);   Improvement projects and services of the district (Sections 3907.151-3907.200); and   General financial provisions; assessments; obligations; and dissolution of the district (Sections 3907.201-3907.252).   Prohibits the district from exercising the power of eminent domain.   SECTION 2. Sets forth the initial boundaries of the district.   SECTION 3. Provides that all requirements of the constitutions and the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.   SECTION 4. Effective date: September 1, 2011.
