                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            April 22, 2011      TO: Honorable Allan Ritter, Chair, House Committee on Natural Resources      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB3853 by Geren (Relating to a limitation of authority of a gas or electric corporation in the acquisition of land designated as a reservoir.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would prohibit a gas or electric corporation from constructing a transmission line on or adjacent to land designated by the Legislature as a site of unique value. If the gas or electric corporation would need to remove, reconstruct, or relocate an existing transmission line, the corporation would be required to bear the cost for such removal, reconstruction, or relocation.  The bill's passage is not expected to result in significant costs to the Railroad Commission or the Public Utility Commission.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
