                    BILL ANALYSIS             H.B. 3858     By: Thompson     Judiciary & Civil Jurisprudence     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Statutory county criminal courts in Harris County have the criminal jurisdiction provided by law for county courts and appellate jurisdiction in certain appeals from the justice and municipal courts within the county. H.B. 3858 expands the jurisdiction of county criminal courts at law in Harris County regarding certain civil cases.        RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 3858 amends the Government Code to give a county criminal court at law in Harris County concurrent jurisdiction with county civil courts at law for Harris County to hear appeals of the suspension of driver's licenses and original proceedings regarding occupational driver's licenses.        EFFECTIVE DATE    September 1, 2011.
