The bill would require the executive director of the Texas Commission on Environmental Quality to submit a copy of an application for a permit for an injection well disposing of industrial and municipal waste to the governing body of a Groundwater Conservation District (GCD) if that well is to be located in the territory of the GCD. The bill also provides that, before testimony is heard in a contested case hearing regarding these wells, the record of the proceeding would be required to include evidence that the executive director of the TCEQ provided a copy of each draft permit to the governing body of the GCD and that notice of the hearing was mailed to the governing body of the GCD. Although the bill would require the TCEQ to amend current rules and revise some forms and operating procedures, no significant fiscal impact to the state as a result of the bill's passage.
