AUTHOR'S / SPONSOR'S STATEMENT OF INTENT In the early 1980s, the Texas Legislature created the Trinity Memorial Hospital District. The board of directors is now comprised of nine directors. Currently, four board members are required to be present to constitute a quorum and a concurrence of four members is required to conduct business. H.B. 460 increases the number of directors required to constitute a quorum from four to five and makes a concurrence of five members sufficient for the board to conduct business. H.B. 460 amends current law relating to the board of directors of the Trinity Memorial Hospital District. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 5(i), Chapter 265, Acts of the 67th Legislature, Regular Session, 1981, to provide that any five, rather than four, members of the board of directors of the Trinity Memorial hospital District constitute a quorum, and a concurrence of five, rather than four, is sufficient in all matters pertaining to the business of the district. SECTION 2. Effective date: upon passage or September 1, 2011.
