       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   Current law requires a board of directors of a Type A or Type B economic development corporation to meet within the boundaries of the authorizing municipality. This restriction makes it difficult for a board in a small county to work with other corporations and to conduct joint projects. H.B. 479 allows a board of directors of a Type A or Type B economic development corporation more flexibility in the location of a board meeting.   H.B. 479 amends the Local Government Code to authorize the board of directors of a Type A or Type B economic development corporation, if the corporation's authorizing municipality is located in a county with a population of less than 30,000, to conduct a board meeting outside the boundaries of the authorizing municipality but within the boundaries of the county.    H.B. 479 amends current law relating to the location of board meetings of certain economic development corporations.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.    SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 504.054, Local Government Code, as follows:   Sec. 504.054. LOCATION OF BOARD MEETINGS. (a) Creates this subsection from existing text. Requires the board of directors of a Type A economic development corporation, except as provided by Subsection (b), to conduct each board meeting within the boundaries of the authorizing municipality.   (b) Authorizes the board of directors of a Type A economic development corporation, if the authorizing municipality is located in a county with a population of less than 30,000, to conduct a board meeting within the boundaries of the county.   SECTION 2. Amends Section 505.055, Local Government Code, as follows:   Sec. 505.055. LOCATION OF BOARD MEETINGS. (a) Creates this subsection from existing text. Requires the board of directors of a Type B economic development corporation, except as provided by Subsection (b), to conduct each board meeting within the boundaries of the authorizing municipality.   (b) Authorizes the board of directors of a Type B economic development corporation, if the authorizing municipality is located in a county with a population of less than 30,000, to conduct a board meeting within the boundaries of the county.   SECTION 3. Effective date: upon passage or September 1, 2011.
