The bill would amend the Water Code to include investor-owned utilities authorized to serve in a certificated area that is annexed or incorporated by a municipality to the type of utilities that may be acquired and would remove the requirement that investor-owned utilities can only be acquired if their service area is within the boundaries of a municipality with a population of 1.7 million or more. The Texas Commission on Environmental Quality (TCEQ) reported the bill would require minimal rulemaking, but would not result in significant changes to agency operations, policies or procedures.
