A Texas resident born after that date, however, is required to pay the license fee. C.S.H.B. 550 exempts from the fee a resident whose birth date is before January 1, 1931. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
