The bill would amend the Health and Safety Code to prohibit a hospital district created under general or special law from financing an abortion with tax revenue except in the case of a medical emergency as defined by the provisions of the bill. The bill would require a physician who performs an abortion to certify to the Department of State Health Services the specific medical condition that constituted the emergency within 30 days after the abortion is performed. Local Government Impact According to the Collin County Health Care District and the City of Houston's Department of Health and Human Services, there would be no fiscal impact associated with the provisions of the bill.
