The bill would amend the Transportation Code to prohibit a county assessor-collector from registering a motor vehicle to an unlicensed driver, but would exclude an individual 85 years of age or older; a vehicle owned by a person with a disability; or a nonresident with an applicable driver's license. The bill would require the Texas Department of Public Safety to prescribe rules for the acceptable proof of a valid drivers license. Local Government Impact No significant fiscal implication to units of local government is anticipated.
