 A BILL TO BE ENTITLED
 AN ACT
 relating to honorary license plates for certain disabled veterans.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  The heading to Section 504.202, Transportation
 Code, is amended to read as follows:
 Sec. 504.202.  VETERANS WITH CERTAIN DISABILITIES.
 SECTION 2.  Subchapter C, Chapter 504, Transportation Code,
 is amended by adding Section 504.2021 to read as follows:
 Sec. 504.2021. HONORARY LICENSE PLATES FOR VETERANS WITH
 DISABILITIES. (a)  The department shall issue specialty license
 plates for a veteran of the United States Armed Forces who has
 suffered, as a result of military service, a service-connected
 disability that does not meet the requirements of Section
 504.202(b)(1).
 (b)  License plates issued under this section must include
 the words "Disabled Veteran" and "U.S. Armed Forces" and must be
 clearly distinguishable from license plates issued under Section
 504.202.
 (c)  A person entitled to specialty license plates under this
 section may register, for the person's own use, one vehicle without
 payment of any fee other than the fee for the license plates under
 Subsection (d). Registration under this section is valid for one
 year.
 (d)  The fee for the first set of license plates is $3. There
 is no fee for each additional set of license plates. If a license
 plate is lost, stolen, or mutilated, on payment of a $1 fee the
 department shall issue a set of replacement plates.
 (e)  Eligibility to receive a license plate under this
 section does not qualify a person to receive a disabled parking
 placard under Section 681.004 unless the person otherwise qualifies
 for a placard under that section.
 (f)  A person entitled to license plates under this section
 may elect to receive license plates issued under Chapter 502 under
 the same conditions for the issuance of license plates under this
 section.
 SECTION 3.  This Act takes effect September 1, 2011.
