                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            April 3, 2011      TO: Honorable Garnet Coleman, Chair, House Committee on County Affairs      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB684 by Larson (Relating to housing prisoners in a tent or other facility in lieu of a county jail.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend the Local Government Code to allow a county to indefinitely house an inmate in a tent or other facility other than a county jail. Current statute permits housing an inmate in such facilities at the request of a sheriff and the commissioners court of a county with the authorization of the Commission on Jail Standards. The bill would require the Commission on Jail Standards to adopt rules to govern the facilities.
