                    BILL ANALYSIS             H.B. 71     By: Martinez, "Mando"     Transportation     Committee Report (Unamended)             BACKGROUND AND PURPOSE    The Texas Airport Directory provides pilots with aeronautical information for approximately 400 Texas airports that are open to the public. H.B. 71 removes the fee charged for the directory in order to promote flight safety and encourage general aviation.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 71 amends the Transportation Code to replace the requirement for the Texas Department of Transportation to charge a fee of not less than $5 for the Texas Airport Directory with a prohibition against the department charging a fee for furnishing the directory. The bill makes conforming changes.        EFFECTIVE DATE    September 1, 2011.
