                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            February 26, 2011      TO: Honorable Jim Jackson, Chair, House Committee on Judiciary & Civil Jurisprudence      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB720 by Hartnett (Relating to the designation of a person as a vexatious litigant.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Civil Practice and Remedies Code to permit explicitly a person who has been found to be a vexatious litigant subject to a prefiling order to appeal the prefiling order to a court of appeals.  To the extent the bill would increase filings in the courts of appeals; no significant increase is anticipated to the workloads of the appellate courts statewide.  The bill would take effect September 1, 2011. Local Government Impact No significant fiscal implication to units of local government is anticipated.
