       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   The East Montgomery County Improvement District was established several years ago in order to promote economic and community development in the district territory. H.B. 737 seeks to expand the applicable definition of "venue" in order to continue the district goals, and to repeal a certain provision.   H.B. 737 amends current law relating to the East Montgomery County Improvement District.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1.  Amends Section 3846.001(3), Special District Local Laws Code, as follows:   (3)  Redefines "venue" to mean:   (A)  an arena, coliseum, stadium, or other type of area or facility:   (i)  that is used or is planned for use for one or more professional or amateur sports events, community events, or other sports events, including rodeos, livestock shows, agricultural expositions, promotional events, and other civic or charitable events; and   (ii)  for which a fee for admission to the events is charged or is planned to be charged; or   (B)  Creates this paragraph from existing text. Makes no further changes.   SECTION 2.  Repealer: Section 3846.155(c) (relating to requiring that in the election the ballot permit voting for or against a certain proposition relating to a local sales and use tax rate), Special District Local Laws Code.   SECTION 3.  Provides that all requirements of the constitution and laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act have been fulfilled and accomplished.   SECTION 4.  Effective date: upon passage or September 1, 2011.
