 A BILL TO BE ENTITLED
 AN ACT
 relating to the state's or a governmental entity's direct or
 indirect use of state or local tax revenue to finance the
 performance of an elective abortion or elective abortion-related
 service.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter A, Chapter 171, Health and Safety
 Code, is amended by adding Section 171.006 to read as follows:
 Sec. 171.006.  PROHIBITED USE OF TAX REVENUE. (a)  In this
 section, "elective abortion" means an abortion that is not
 medically necessary to save the life of the pregnant female on whom
 the abortion is performed.
 (b)  This state or a governmental entity in this state may
 not directly or indirectly use state or local tax revenue to finance
 the performance of an elective abortion or a service related to the
 performance of an elective abortion.
 SECTION 2.  This Act takes effect September 1, 2011.
