                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            April 8, 2011      TO: Honorable Sid Miller, Chair, House Committee on Homeland Security & Public Safety      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB80 by Flynn (Relating to registration with the Selective Service System of certain applicants for a driver's license or personal identification certificate.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Transportation Code to require the Department of Public Safety (DPS) to electronically submit certain information to the United States Selective Service System from applicable male applicants for original, renewal, or duplicate drivers licenses or personal identification certificates. The bill would also require DPS to provide written notice to these applicants that their application also constitutes registration with the United States Selective Service System. The bill would take effect September 1, 2011.    This analysis assumes DPS could implement the provisions of the bill within existing appropriations. No significant fiscal impact to the state is anticipated. Local Government Impact No significant fiscal implication to units of local government is anticipated.
