The bill would amend the Family Code to allow a parent to enter an authorization agreement with a care provider when placing a child under a parental child safety placement approved by the Department of Family and Protective Services (DFPS). According to the Office of Court Administration, these agreements are made outside of court supervision and would have no impact on court operations. DFPS indicates costs for revising authorization agreement forms and instructing DFPS staff on the bills changes to the law would be absorbed within existing resources. Accordingly, no significant fiscal implication to the state is anticipated. The bill would take effect September 1, 2011.
