The bill would amend the Health and Safety Code to authorize a county to provide physical and occupational therapy if the county determines those services to be cost-effective. The bill would require the executive commissioner of the Health and Human Services Commission to adopt rules necesssary to implement Section 61.0285 of the Health and Safety Code, as amended by provisions of the bill, as soon as practicable after the effective date of the bill. The bill would take effect immediately if it were to receive the required two-thirds vote in each house; otherwise, it would take effect September 1, 2011. Local Government Impact It is assumed that a county would implement physical and occupational therapy services if the costs could be absorbed within existing resources.
