                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            March 13, 2011      TO: Honorable Byron Cook, Chair, House Committee on State Affairs      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:HB888 by Guillen (Relating to historically underutilized businesses owned by disabled veterans for purposes of state contracting.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend Government Code, Section 2161.001(2) to add veterans as defined by 38 U.S.C. Section 101(2) with a service-connected disability as defined by 38 U.S.C. Section 101(16) to the definition of a historically underutilized business. The Comptroller of Public Accounts estimates there would be a cost to processing additional applications for certification of historically underutilized businesses. However, it is anticipated that any additional costs associated with implementation of the legislation could be absorbed within existing resources.
