The bill would modify the applicability of regulations on the purchase of ammonium nitrate or ammonium nitrate material by certain purchasers. The Department of Agriculture and Texas AgriLife Research indicate that any costs associated with the bill could be absorbed within each agency's existing resources. The bill would take effect September 1, 2011. Local Government Impact No fiscal implication to units of local government is anticipated.
