 A JOINT RESOLUTION
 proposing a constitutional amendment authorizing the legislature
 to permit commuter rail districts to impose a property tax on
 property located in the district to pay debt issued or assumed by
 the district and to pay the maintenance and operating expenses of
 the district.
 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Article III, Texas Constitution, is amended by
 adding Section 48-g to read as follows:
 Sec. 48-g.  The legislature by general law may authorize
 each commuter rail district to impose a property tax on property
 located in the district to pay debt issued or assumed by the
 district and to pay the maintenance and operating expenses of the
 district. The tax may not be imposed until approved by the voters
 of the district voting at an election held for that purpose.
 SECTION 2.  This proposed constitutional amendment shall be
 submitted to the voters at an election to be held November 8, 2011.
 The ballot shall be printed to permit voting for or against the
 proposition: "The constitutional amendment authorizing the
 legislature to permit commuter rail districts to impose a property
 tax on property located in the district to pay debt issued or
 assumed by the district and to pay the maintenance and operating
 expenses of the district."
