H.R. No. 1017 R E S O L U T I O N WHEREAS, Gary Cooper has been named the 2010 Civilian of the Year by the Mesquite Police Department; and WHEREAS, A dedicated employee with the City of Mesquite, Mr. Cooper serves as a public safety dispatcher and assistant supervisor with the communications division; his job entails monitoring 9-1-1 and nonemergency phone lines and providing dispatch services for police, fire, and EMS units in the field; he is often called on to provide medical instructions and guidance to citizens in need, and he has demonstrated the ability to remain calm while negotiating the appropriate response; and WHEREAS, Mr. Cooper has been previously recognized for his commitment to excellence with Certificate of Merit and Dispatcher of the Year awards; moreover, he received the Silent Hero Certificate of Recognition from the Commission on State Emergency Communications; and WHEREAS, Gary Cooper has distinguished himself through his outstanding public service, and his hard work and dedication in behalf of public safety are indeed deserving of praise; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby congratulate Gary Cooper on being named the 2010 Civilian of the Year by the Mesquite Police Department and extend to him sincere best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Cooper as an expression of high regard by the Texas House of Representatives.
