 R E S O L U T I O N
 WHEREAS, Irving has had a banner year in 2011, winning a
 number of diverse awards that attest to the high quality of life it
 offers its citizens; and
 WHEREAS, Recognized for its beautification and environmental
 initiatives, Irving has been named a Scenic City by Scenic Texas and
 a Tree City USA Community by the Arbor Day Foundation; in addition,
 Keep Irving Beautiful has earned the Governor's Community
 Achievement Award, while the city received the title of Best Code
 Enforcement Department from Keep Texas Beautiful and an Arts and
 Humanities Award for Parks and Recreation from the Texas Recreation
 and Park Society; and
 WHEREAS, The City of Irving has also been commended for
 providing an exceptional workplace for city staff; recognized as
 one of the Best Places to Work by the Dallas Business Journal, it
 has been named a platinum level "Start! Fit-Friendly" Company and
 an Innovative Work Site by the American Heart Association; and
 WHEREAS, Local law enforcement has received acknowledgment
 for Best Squad Car Design from Law and Order Magazine as well as
 Recognized status from the Texas Police Chiefs Association, while
 the court was honored with a State Traffic Safety Award from the
 Texas Municipal Courts Education Center; and
 WHEREAS, The city has further distinguished itself as having
 the Best Water Department in Texas, according to the Texas Water
 Utilities Association, the Best External Newsletter, according to
 the Texas Association of Municipal Information Officers, and the
 Best Overall Excellence in Government Programming, according to the
 Texas Association of Telecommunications Officers and Advisors; and
 WHEREAS, A leader in civic development, Irving has been
 awarded a Certificate of Achievement for Planning Excellence from
 the Texas Chapter of the American Planning Association and a Texas
 Award for Performance Excellence from the Quality Texas Foundation;
 other notable honors include a Certificate of Achievement for
 Excellence in Financial Reporting from the Government Finance
 Officers Association, Gold Award for Financial Transparency from
 the Texas Comptroller Leadership Circle, and Gold Service Award for
 the Irving Convention and Visitors Bureau from Meetings &
 Conventions magazine; and
 WHEREAS, Receipt of these impressive commendations is just
 one indication of the diligence and committed professionalism of
 each person working to make Irving an exceptional city, and
 residents should take great pride in the recognition that their
 city has received; now, therefore, be it
 RESOLVED, That the House of Representatives of the 82nd Texas
 Legislature hereby congratulate the City of Irving for its notable
 2011 record of achievements and extend to all those associated with
 the municipality sincere best wishes for continued success with
 their important work; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for the city as an expression of high regard by the Texas
 House of Representatives.
