 R E S O L U T I O N
 WHEREAS, The Flower Mound Police Department was awarded
 advanced law enforcement accreditation from the Commission on
 Accreditation for Law Enforcement Agencies (CALEA) on March 26,
 2011; and
 WHEREAS, The commission was founded in 1979 as a
 credentialing authority by the four major law enforcement executive
 associations: the International Association of Chiefs of Police,
 the National Organization of Black Law Enforcement Executives, the
 National Sheriffs' Association, and the Police Executive Research
 Forum; through its accreditation programs, CALEA seeks to
 strengthen crime prevention and control capabilities, improve
 interagency cooperation, and foster the confidence of citizens and
 staffs alike in their law enforcement agencies; and
 WHEREAS, Receipt of advanced accreditation represents the
 culmination of three years of hard work by the Flower Mound Police
 Department to ensure that its operating procedures, policies, and
 actions meet CALEA standards; after notifying CALEA in June 2008
 that it would enroll in the advanced accreditation program, the
 department began an extensive process of self-assessment, followed
 by a rigorous on-site evaluation by a trained CALEA team; the
 program concluded with a public hearing held by the commission's
 Review Committee regarding the FMPD compliance with the CALEA
 requirements, after which the department was unanimously approved
 for the three-year accreditation; and
 WHEREAS, To attain this notable certification, the Flower
 Mound Police Department had to demonstrate that it met the
 commission's standards in the law enforcement areas of role,
 responsibilities, and relationships with other agencies,
 organization, management, and administration, personnel structure
 and process, operations and operations support, traffic
 operations, detainee and court-related activities, and auxiliary
 and technical services; during the accreditation period, the FMPD
 must maintain compliance with the applicable standards, and at the
 end of three years it must seek reaccreditation; and
 WHEREAS, By earning advanced accreditation from CALEA, the
 Flower Mound Police Department has joined an elite group of law
 enforcement agencies that have received this prestigious
 recognition, and it is fitting that all the members of the
 department be honored for their commitment to professional
 excellence; now, therefore, be it
 RESOLVED, That the House of Representatives of the 82nd Texas
 Legislature hereby congratulate the Flower Mound Police Department
 on receiving advanced law enforcement accreditation from the
 Commission on Accreditation for Law Enforcement Agencies and
 commend all those associated with the department for their
 outstanding service to the community; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for the Flower Mound Police Department as an expression of
 high regard by the Texas House of Representatives.
