No. 246 R E S O L U T I O N WHEREAS, Brigadier General Victor Ortiz is retiring from the Texas State Guard on February 27, 2011, and this occasion provides a fitting opportunity to reflect on his outstanding record of service in the armed forces; and WHEREAS, A graduate of St. Mary's University, Brigadier General Ortiz began his military career on August 28, 1969, when he received his commission as a second lieutenant in the United States Army; after finishing the field artillery basic course at Ft. Sill, Oklahoma, he was assigned to the 7th Battalion, 16th Field Artillery, in Baumholder, Germany; and WHEREAS, Victor Ortiz served in Vietnam as the fire direction officer and executive officer with Battery A, 5th Battalion, 42nd Field Artillery; following his return from Southeast Asia, he entered the U.S. Army Individual Ready Reserve; and WHEREAS, Brigadier General Ortiz joined the Texas Military Forces in 1979, enlisting in the Texas Army National Guard; he held a number of leadership positions during his 21 years with the guard, including commander of the Joint Task Force Safe Border and deputy assistant adjutant general; in 2005 he joined the Texas State Guard and assumed command of the 1st Regiment; a year later, in October 2006, he was promoted to his present rank and named deputy commanding general--army; and WHEREAS, This esteemed officer is a graduate of the U.S. Army Field Artillery School, the U.S. Army Command and General Staff College, and the U.S. Army War College; he has also earned a master of arts in education from The University of Texas at San Antonio; and WHEREAS, Among the many decorations and awards conferred on Brigadier General Ortiz by the army are the Legion of Merit, the Defense Meritorious Service Medal, the Army Commendation Medal, and the Army Achievement Medal; moreover, he has received numerous citations from the Texas Military Forces, including the Lone Star Distinguished Service Award, the Texas Outstanding Service Medal, the Adjutant General's Individual Award, the Commanding General's Individual Award, and the Texas Faithful Service Medal; and WHEREAS, Throughout his distinguished career, Brigadier General Ortiz has demonstrated a consummate professionalism and an unfailing commitment to safeguarding the welfare of his fellow citizens, and he is indeed deserving of their deepest respect and gratitude; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby congratulate Brigadier General Victor Ortiz on the occasion of his retirement from the Texas State Guard and extend to him sincere best wishes for continued happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Brigadier General Ortiz as an expression of high regard by the Texas House of Representatives.
