No. 2519 R E S O L U T I O N WHEREAS, Alex Briseno is retiring from his position as the chair of the San Antonio Water System Board of Trustees, and this occasion provides an opportunity to honor his distinguished record of public service; and WHEREAS, A San Antonio native, Mr. Briseno was appointed to his position on the SAWS board of trustees in 2006; during his five years as chair, his financial stewardship has resulted in an upgrade in the system's credit rating, and he has played an essential role in a number of notable achievements; these include the development of regional relationships to obtain and transport new water resources and the creation of a water management plan that incorporates a range of measures to help ensure that the city has a reliable water supply long into the future; and WHEREAS, This skilled administrator has ample experience in serving area citizens; he spent nearly a quarter-century with the City of San Antonio before retiring in 2001, and his tenure was highlighted by 11 years as city manager, during which he worked under four different mayors and a total of 39 council members; highly respected for his knowledge and insight, he was elected as a fellow in the National Academy of Public Administration in 1996 and received the National Public Service Award from NAPA and the American Society for Public Administration; in addition, he serves as a professor of public service in residence at St. Mary's University; in all of his endeavors, he enjoys the love and support of his wife, Mary, and their children, Veronica and Brad; and WHEREAS, Throughout his tenure, Alex Briseno has demonstrated exceptional leadership that has helped make San Antonio an even better place to live and work, and his contributions will continue to resonate in the community for years to come; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby honor Alex Briseno on the event of his retirement as the chair of the board of trustees of the San Antonio Water System and commend him for his notable accomplishments in public service; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Briseno as an expression of high regard by the Texas House of Representatives.
