 R E S O L U T I O N
 WHEREAS, Officer Luther E. Cosby of the Roanoke Police
 Department is receiving a 2010 State of Texas Law Enforcement
 Achievement Award for Valor from the Texas Commission on Law
 Enforcement Officer Standards and Education; and
 WHEREAS, A peace officer with 17 years of experience, Officer
 Cosby prevailed in a desperate situation on February 22, 2010, by
 demonstrating exceptional bravery; and
 WHEREAS, Off duty that day, Officer Cosby was on his way to
 get a new camera installed on his police motorcycle when he
 encountered the aftermath of a rollover accident on Interstate 635;
 an SUV was lying on its side with the front end on fire, and the
 driver, whose leg was pinned, was trapped inside; several passersby
 had already stopped and were trying to free her by breaking the
 windshield; and
 WHEREAS, Pulling over, Officer Cosby helped bend the
 windshield away from the car, but the gap was not wide enough to
 gain access to the driver; realizing her leg would have to be freed
 first, he crawled into the burning vehicle without hesitation and
 carefully tugged at her leg until it came free; he then climbed onto
 the top of the vehicle and pulled her to safety through a back seat
 window; moments later, the vehicle was engulfed in flames; and
 WHEREAS, Through swift, decisive, and courageous action,
 Officer Luther Cosby saved a woman's life, and he is truly deserving
 of this prestigious award as one who embodies the highest ideals of
 the law enforcement profession; now, therefore, be it
 RESOLVED, That the House of Representatives of the 82nd Texas
 Legislature hereby congratulate Officer Luther E. Cosby on his
 receipt of a 2010 State of Texas Law Enforcement Achievement Award
 for Valor and commend him for his remarkable heroism; and, be it
 further
 RESOLVED, That an official copy of this resolution be
 prepared for Officer Cosby as an expression of high regard by the
 Texas House of Representatives.
