H.R. No. 477
R E S O L U T I O N
WHEREAS, Fort Bend County Judge Bob Hebert was named the 2010
Citizen of the Year at the Katy Area Chamber of Commerce Annual Gala
on February 4, 2011; and
WHEREAS, A graduate of South Texas Junior College, Pepperdine
University, and California Coast University, Judge Hebert founded
Eco Resources in 1972; he served as chair and CEO of the business
until 1985, when it was acquired by Southwest Water Company; since
that time, he has worked as a consultant to the public and private
sectors, specializing in water utility and general management
issues; and
WHEREAS, Judge Hebert has long been an active and valued
member of the Fort Bend community; his service includes terms as
president and trustee of the Alief Independent School District
Board of Trustees, vice president and director of the Brazos River
Authority, and chair of the Greater Fort Bend Economic Development
Council; and
WHEREAS, Throughout his tenure as county judge, he has
emphasized a conservative fiscal policy, helping to lower the
county tax rate by nine percent while streamlining the
organizational structure of county government; in addition, local
residents have benefited from more than $200 million worth of new
roads and the largest expansion of facilities in the county's
history, including a new precinct office, jail tower, and Justice
Center; and
WHEREAS, Judge Hebert has also been commended for the
exceptional leadership he demonstrated in protecting citizens and
businesses during and after Hurricanes Katrina, Rita, and Ike; and
WHEREAS, Bob Hebert has made many significant contributions
to the betterment of life in the greater Katy area, and he may take
justifiable pride in his exemplary record of achievement; now,
therefore, be it
RESOLVED, That the House of Representatives of the 82nd Texas
Legislature hereby congratulate the Honorable Bob Hebert on being
named the 2010 Citizen of the Year by the Katy Area Chamber of
Commerce and extend to him sincere best wishes for continued
success and happiness; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Judge Hebert as an expression of high regard by the
Texas House of Representatives.
