 R E S O L U T I O N
 WHEREAS, Lonnie Balch has been named the 2011 Lubbock Area
 United Way Agency Volunteer of the Year; and
 WHEREAS, Mr. Balch was honored for providing exceptional
 volunteer support to the YWCA of Lubbock; whenever something has
 been needed at the Y, be it a new cover for pool pipes or a trailer
 for a float, Mr. Balch has stepped up to provide it; and
 WHEREAS, Mr. Balch has also earned the admiration of many
 people as the founder of the KatyB Foundation, which he named for
 his daughter, Katharine Marie Balch, who battled cerebral palsy
 throughout her life; when Katy was a child, he realized she found
 great relief while in the water; with the goal of bringing the same
 positive impact to others, he established the KatyB Foundation,
 which supports therapeutic aquatics at the YWCA for special needs
 children, and he works with the Texas Department of State Health
 Services to organize an annual Back to School pool party for
 severely disabled children at which he provides the refreshments;
 and
 WHEREAS, A Lubbock resident for much of his life, the
 84-year-old Texan is also a member of the Downtown Bible Class and a
 stalwart supporter of their many good works, as well as those of the
 Shriners and the Masons; and
 WHEREAS, Through his compassion and genuine desire to help
 others, Lonnie Balch has helped to make life better for countless
 Texans, and in so doing, he has set an example of civic engagement
 to which all may aspire; now, therefore, be it
 RESOLVED, That the House of Representatives of the 82nd Texas
 Legislature hereby congratulate Lonnie Balch on his selection as
 the 2011 Lubbock Area United Way Agency Volunteer of the Year and
 extend to him sincere best wishes for continued success and
 happiness; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Mr. Balch as an expression of high regard by the Texas
 House of Representatives.
