The bill would amend the Government Code to authorize a municipality with a population of one million or more to include funding for a bill payment assistance program for municipally owned electric or gas utility services as a necessary operations expense for a military veteran who has a significantly decreased ability to regulate body temperature from severe burns received in combat.
