The provisions of the bill require the Higher Education Coordinating Board (Board) to conduct a study to examine the need for and feasibility of establishing a dental school in El Paso as a component of the Texas Tech University Health Sciences Center. The provisions also require the Board to report the results no later than November 1, 2012 to the governor, lieutenant governor, speaker of the House of Representatives and presiding officer of each higher education jurisdiction standing committees.The Board anticipates needing some staff time for data research and collection, data analysis and preparation of the report, however, it is anticipated that the Board would be able to implement the provisions of the bill with current resources.The bill takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2011.
