LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION May 5, 2011 TO: Honorable Larry Taylor, Chair, House Committee on Elections FROM: John S O'Brien, Director, Legislative Budget Board IN RE:SB1046 by Duncan (Relating to information regarding deceased registered voters.), As Engrossed No significant fiscal implication to the State is anticipated. The bill would require the Secretary of State (SOS) to quarterly compare information from the United States Social Security Administration (SSA) relating to deceased residents of the state with the statewide voter registration list and to notify county registrars of the deceased voters. The registrar would be required to cancel a voters registration immediately if the registrar receives notice from SOS that the voter is deceased. It is assumed that there would be a small cost for obtaining and reviewing the SSA information, but it is anticipated that any costs associated with implementation of the legislation could be absorbed within existing resources. The bill would take effect immediately if it receives a vote of two-thirds or on September 1, 2011. Local Government Impact No significant fiscal implication to units of local government is anticipated.
