 A BILL TO BE ENTITLED
 AN ACT
 relating to funding the TEXAS grant program at public institutions
 of higher education.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 56.310, Education Code, is amended by
 adding Subsection (d) to read as follows:
 (d)  An eligible institution may solicit and accept gifts,
 grants, and donations from any public or private source for the
 purpose of awarding a TEXAS grant under this subchapter to a person
 enrolled in the institution. The institution may develop and
 implement an appropriate process for the naming and sponsoring of
 an individual grant awarded under this subchapter to a person
 enrolled in the institution or any gift, grant, or donation
 received by the institution under this subsection.
 SECTION 2.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2011.
