                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 82ND LEGISLATIVE REGULAR SESSION            March 22, 2011      TO: Honorable Judith Zaffirini, Chair, Senate Committee on Higher Education      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:SB1107 by Davis (Relating to the vaccination against bacterial meningitis of first-time students at public and private or independent institutions of higher education.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill modifies existing law which requires a vaccination against bacterial meningitis for first-time students at public or private institutions who live in on-campus housing.  The proposed change makes the vaccination mandatory for all students and that vaccination must have occurred at least 10 days before the first day of the semester/term in which the student initially enrolls.  The change applies to first-time students enrolling on or after January 1, 2012. Provisions of the bill would be implemented within existing resources. Local Government Impact No fiscal implication to units of local government is anticipated.
