Kolkhorst, Chair, House Committee on Public Health      FROM: John S O'Brien, Director, Legislative Budget Board     IN RE:SB1301 by Deuell (Relating to manufacturers' inclusion of denatonium benzoate in certain products containing ethylene glycol.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would add Section 501.0234, Health and Safety Code, which would require that an antifreeze or engine coolant product contain a denatonium benzoate additive when the product has an ethylene glycol concentration of more than 10 percent by volume. Products manufactured after January 1, 2013 must contain the additive. The bill would take effect September 1, 2011. The Department of State Health Services indicates that adding this requirement to their inspections of hazardous products could be accomplished with existing staff.
