 A BILL TO BE ENTITLED
 AN ACT
 relating to procedures applicable to adoption of the public school
 curriculum by the State Board of Education.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 28.002, Education Code, is amended by
 adding Subsection (c-2) to read as follows:
 (c-2)  The State Board of Education's procedures for
 adopting the essential knowledge and skills of the required
 curriculum under Subsection (c) must provide that:
 (1)  any amendment to the proposed essential knowledge
 and skills of a subject that will be offered during a board meeting
 must be submitted to other board members and, through posting on the
 agency's website and any other appropriate method of providing
 access, made available for public review not later than the third
 business day preceding the date of the board meeting in order to be
 eligible for adoption by a majority of the board members present and
 voting;
 (2)  any amendment described by Subdivision (1) that is
 not submitted to other board members and made available for public
 review by the date and in the manner stated by that subdivision may
 be adopted only by a vote of two-thirds of the entire membership of
 the board; and
 (3)  the board may not vote on final adoption of the
 complete essential knowledge and skills of a subject, as amended by
 board members in accordance with Subdivisions (1) and (2), unless
 at least 24 hours have elapsed since the time at which the final
 amendment was adopted.
 SECTION 2.  This Act takes effect September 1, 2011.
